What's the significance of giving a new signee from the draft a ML contract. I see that he makes $55k regardless of what level he's at. Will he reach arbitration/free agency faster? Will he lose option years more quickly?

Thanks. I realize this is a pretty rudimentary question. I've just never encountered it before.
