I have had an open league for 2 weeks in SimFootball and theres only 3 owners in the leaue so far, is this a lost cause or is it eventually going to fill up

It was private so my and buddy could be in the same league and it went open about 2 weeks ago and theres only 4 of us now lol so i just want this to start
