1) I use guys like this as SuA PC 10-15-- but like Mike, I don't use them very often, for the same reason Mike doesn't. As a prospect, I'd definitely use him as SuA since there's some evidence (not conclusive) that appearances matter more than innings for development.
2) As prospects these guys suck, because it's hard to get them the innings they need to reach their full potential.
3) Projected ratings are almost always unrealistically high. Your guy isn't going to reach those projections; a guy in his second full pro season almost never has more than 15 points of development left in the "skill" ratings, and usually a bunch less, and much less in ST and VEL. So even if I add 15 onto his current "skill" ratings, he's only:

which is more mid-rotation than ace-quality, and that's a VERY optimistic projection. So I don't think he's going to end up being worth the "pain in the ***."
4) If you have a true stud with low DUR, you can do whatever you want with him in the regular season, but save him to start a key playoff game, understanding that a start will wipe him out for a couple of "weeks."
