Does that sound normal, is this the average in a season? Do you see all the EES in the news link? If you do not see all the ees, it's 21 announced in the news.

A little lower than normal, but not extrordinarily. Usually between 25 and 30, from the dozen or so times I've tracked.

Like shoe said, its a bit below normal but I suspect most coaches are now trying to hold back player development in 3.0 since EEs are way more punitive than 2.0 was. All EEs are announced in the order they will be drafted (so the last guy to declare will be the highest drafted EE) but this doesn't include SRs/SR5s.
