OK, so maybe removing that comment didn't make it clearer for everybody that there will be a Draft for those signing-up in July.

In the interest of fairness, we will give everyone a couple weeks to sign up and then hold a draft on July 30, 2017. Anyone who signs up after that day will choose from the remaining franchises.
