Here is my suggestion to improve not make perfect the situation while staying within the real life framework
1------13 scholarships. In real life each college have 13 scholarships. The larger the roster the less a EE will hurt.
2------The cycle the first phase recruiting starts give scholarship money to the school for all Sophs or Juniors ranked in the top 50 (or some pre selected #) on the draft board . In real life colleges are not restricted to how many kids they can recruit like we are in HD, they are only restricted to how many scholarships they can give kids.
3-----After the cycle that players declare EE each school will be adjusted regarding their situation. Example scholarships and money(if any left) will be taken away if players expected to leave stayed, and scholarships and money will be added if players left that were expected to stay, If a school over recruited he must decide which recruits he will offer scholarships. The recruits he does not offer scholarships will then transfer in the 2nd phase and be ineligible to play his freshmen season.
Not perfect but a improvement of the current system and actually more realistic than the current system.
