Player has a "whenever" signing preference. During RS1 team A is "very high" and has offered a scholarship but has filled all of their openings. If another team can get to "high" or "very high" before RS1 ends and offers a schollie is there any chance the kid signs or would they have to push team A down to moderate?

Yes he could sign with Team B and they don't need to knock Team A down to moderate to do it.
