My first suggestion would be consolidation of leagues. Based on current numbers, there are tons of teams out there run by humans, 1940 either in leagues or waiting to be placed. I realize some of those are dead accounts, people who created a team and then never really took interest in it after that. For example in World 67 where I play, there are ostensibly 8 human teams, but only three of them signed any players this season. That's across five nations in World 67, or 100 team slots.
Clearly there are more active Worlds elsewhere, I know there are more than one division for some countries in some Worlds. So what would need to be done is to consolidate worlds, move the three active teams in World 67 to an open spot elsewhere.

Human teams based in the United States could fill 36 full leagues and have 11 teams left over. But somehow in World 67 there are four American teams with human owners, only two of which are active? This needs to be addressed. Worlds need to be consolidated, and players creating a new team should be able to view and choose a league to join, rather than being placed randomly. FC Dynasty is the only dynasty game where this random assignment process happens.
