How you mean? Not super familiar with the NBA rules. I know they have the lottery.

The lottery as constituted today rewards the worst teams with the best picks and the lotto is only for top 3 picks I believe then it goes in order of losses. Because in the NBA, one player impacts results more than any other sport, it does make sense to "tank". This year the draft class is fairly deep but usually after pick 3 or so the players are much worse and not franchise players.
