Is it possible to be a top 25 D3 team without recruiting D1 level recruits ?

I won a title a couple seasons with CNU with only D2 rated recruits.

Absolutely...I made multiple S16 runs with all-D2 projected players on my roster, though I now mix in D1 recruits as well.
