If there is a Juco who wants to play no one else is on, is it possible to drop 20 HVs a CV and promise a redshirt to get it accepted?

Absolutely! I've done it more than once with 3 HV's. It depends on the recruit.

Just re-read your post. I have not tried on a recruit who 'wants to play.' It is relatively easy for 'no preference.'

inform of redshirt is basically negative effort

it can be offset by positive effort

whether even max effort is enough in every case, cant say - especially problematic if others are on him and not using "negative effort"

It can't always be undone. I have offered a RS and lost all credit and couldn't get it back. All my percentages dropped to zero.

Agree - sorry I should be more clear - positive effort will offset it however much it can - may or may not be enuf
