You can add the supplemental drafts and WHA drafts and make the pool a little bigger. You should probably specify whether they are in or out. I'll take a team, just for the madness that it will take to put one together.
I did specify:

The supplemental drafts were for the NHL, they just did a separate selection of College/University players who at that time were not legally eligible to go into the larger amateur draft. A small number of notables only.
As for the WHL, many of those teams merged directly into the NHL as expansion franchises with their rosters intact. Those players became NHLers. And those teams that didn't join the NHL had players claimed in 1979 by the NHL in a draft that mixed first year WHA "veterans" with the new crop of rookies. It's a little messier than it first appears, for instance Bob Gainey was drafted in the first round twice; once in the WHA (never played) and once again for the NHL. Lots of NHL stars started in the WHA.
Your league, your rules. I don't have a beef or an agenda. I was just addressing the concern that the pool of players was too limited by suggesting how it could grow marginally to help teams diversify. This would also enlarge the number of franchises (since we can only use them once). If your franchises could include Houston, or Cincinnati etc. it would make life easier. And after all, the WIS database is going to ensure that it's all NHL based in terms of which seasons to use.
I'm intrigued by the theme of the league. There's no point in assembling a roster until we know who the exclusive players are. If it helps to fill it faster I'd take a second team.
