The budget transfer screen states: "You must maintain at least $6M in your prospect budget or sign 15 prospects from your amateur draft." But, as far as signing prospects, isn't the only rule that you have at least 25 players in RL before the RL season starts? If you fill RL with any combo of free agents and international signings, it seems like the 15 prospect signing rule above is fake news.

When you start the season, the first $6M of your prospect budget is locked. That first $6M can be used for amateur or international signing bonuses, but it can't be transferred out unless you sign 15 guys from the draft. It has nothing to do with the actual size of your RL roster.

Ok, so the 15 signees rule is only relevant if you want to move the first $6M of budget out. Thank you.
