How do I create new formations?

Do you mean a new formation like 5 WR / 0 RB ? Can't be done.

Or, create (for example) an I-Formation using different personnel groups? Go to the coaching tab, click formations, choose the formation you want to modify, and scroll to the bottom of the screen and click Create A New Formation Set
