If a very good player has a mutual option, and the team declines it, would that player be eligible to become a Type A or B FA, and would you get compensation for him if he is signed?

No. Works the same way as if you release a player.

If the *player* declines the mutual option, the team gets compensation. If the *team* declines the mutual option, the team doesn't get compensation.
