Prestige updates AFTER the NT Championship Game but before the RS2. Changes to prestige affect recruiting actions made during RS2 but are not applied retroactively to RS1 actions.
Here's another thread from beta confirming this:

My team dropped from B+ to B based on our performance in the 1st season. My question would be how did this effect the battle for a highly rated recruit I still was involved in going into the 2nd recruiting session with a new, lower prestige.
Does the prestige dropping effect how much weight my previous recruiting actions had on the recruit or would it only have an impact on future recruiting actions?
Seems like another reason it could be good to know when the recruit might sign. If I am having a bad season and know a recruit will sign in the 1st session, before my prestige drops, it would be smart to go after a player like that. On the flip side if I know my prestige is going to improve it could be smarter to look at guys who will be signing in the 2nd session.
This is just something I thought about after I noticed my prestige dropped and obviously not an aspect of prestige we had to think about with the current game.

It only affects future actions.

My texas A&M went from B+ to A-, will that change my status with recruits immediately, or going forward this session, or not until next season?
Also, trying for a 2 for 1 request, how do interest pts work? Is there a limit, or once a team is very high with maxed out recruiting effort, promises made, and nearly 500 or 1000 interest pts in, do they not help and should the interest pts change to other options?

It will impact any future recruiting actions, but is not retroactive.
Attention points continue to gain you credit indefinitely, so whether to leave them or move them depends on where you stand with all your battles. Remember that odds of signing are based on total credit, so even if you're Very High, there is benefit to building more credit, assuming there is at least one other team at High or Very High.
