This draft should be a lot of fun and produce some interesting rosters. All teams will be pretty stacked, but each division will have different dynamics, some will be pitching-heavy and some will be hitting-heavy. Position scarcity will be the most interesting part. . . .you must decide which positions require an early pick and which positions have enough high-end talent to go around. If I had to guess, I would say most teams will end up around $125M in salary, give or take.
Here's how it will work. . . . after we reach 24 entries, each owner will be placed into divisions based on WIS winning %, see below for details. . . .then each group of 4 will be randomly assigned one of the six real life MLB divisions (AL West, East, Central or NL West, East, Central).
Each 4-owner division group will then conduct a snake-style draft of players from 2013-2017 who played in that division. Draft order will be randomly assigned for this player draft. Only one instance of a player is allowed per division. For example in the NL Central someone selects Anthony Rizzo, so now all versions of Rizzo are off the board in that divisional draft. You don't have to declare what version you are using at the time of the draft, you can wait and decide that while building your roster. If a player played in multiple divisions from 2013-2017 he would be eligible to be drafted in each of those divisional drafts (full or partial seasons only, unless a combined season is all in the same division).
Prior to the player draft, a quick 1 round draft will take place to select divisionally correct ballparks (so you will know your park before you select players). Order for this draft will be based on WIS winning percentage, lowest % drafts first. Note: SunTrust in Atlanta is not available for this theme.

Division alignment based on WIS winning % (all entries ranked 1-24, then divisions will be 1,7,13,19. . . .2,8,14,20. . . .etc)
You must roster at least 1 player from each of the 5 seasons (2013-2017)
You must roster at least 1 player from each of the five teams in your division.
Winning % will be determined after all entries are in right before assigning divisions and starting the drafts.
Drafts will be off the clock.
