Take the current scouting system from the absolute projected number scoring that no one can rely on and change it to a letter grade. An A would develop to 85-100 a B would be 70 to 85 a C 55 to 70 a D would be 40 to 55 and an E would be 0 to 40. If scouting was 100% scouted then all the ratings based on current coaches and estimated playing time would be 100% accurate. If scouting was 50% funded then the ratings could be skewed one letter and if less than 50% then the rating could be two grades off.
