His 5th year option is for $11,250,000 with a buy out of $2,812,500.
Is there any chance he would re-sign as a FA if I decline his option?

Yes, I've done it many times. But he will be on the open market.

Well no that's not 100% true. When you decline the option, first he goes into "re-sign free agents" where he could stay or go, and if he leaves then he hits the open market. But plenty of times they will stay for a lower price at the re-sign FA stage
