What - if anything - happens if you offer a schollie to a player when you have no openings?

Nothing other than it might prevent other teams from reaching High or Very High and therefore prevent the player from signing until the very last cycle of RS2.

So you could do that to keep him unsigned until you are ready to cut a player.
