Yes, effect is capped at 21 points if I recall correctly. (So a 49-0 win and a 21-0 win have the same impact.)

This is news to me too.

I submitted a ticket. I don't want to spread something that isn't true, but I feel really good that it at least used to be true.

Update: WIS answered the ticket and declined to confirm or deny the 21 point cap. Believe what you want, I suppose.

Yeah, I guess they can't give away all their secrets, can they?

More likely they have no idea and aren't sure how to locate that line of code.
