What is the minimum batters eye to have a special hitting player?

Take a player with the following attributes:

Contact - 97
Power - 73
Vs. L - 70
Vs. R - 80
Batters Eye - 64

Will that 64 prevent him from ever being a really special offensive player?

No, it's just walks. As a rounded off number, the eye generally means BA+eye=OBP. So if your guy hits .282, his OBP will likely be around .346. It's not perfect but it's close. Higher numbers, 90+, seem to equate to more than 90+

Using those attributes above, where do you see that guy at for BA? like .270-.300 range?

He should hit on the upper end of that 270-300 you mentioned. If he's super slow, maybe .280.

He'll be fine with that spd/br combo. I was just wondering about infield hits with the 97 contact.

I'll go 0/0 spd/br if the dude rips it. Unless I'm running a stealing team, I pretty much ignore it. You can always set your steal settings at "never" and finish the season 0/6 because of pick-offs.

Agree with Mike here-- additionally, if your team runs at all you have to subtract a little value from a guy who is 90+SPD/30- BR. They'll steal about 25 bases in about 45 tries if you're set at SB=average, which costs almost a win over the course of a season.

What's the baseline for an acceptable BR value? If i have a guy who is say 90 spd/55 BR is he effective? Or is say a 66 BR needed?

A lot depends on your world. Some will use defensive catchers while others just want to pound the ball. Obviously the 50/52 AS/AA catcher isn't going to throw many out.

By and large 90/55 won't help you in basestealing; he'll go about 65-70%, which is breakeven. At very high speed you can do better than breakeven above 60, but as you get down to low 90s speed you really want 70+ BR to get basestealing value.
