What times during the season/off-season can you avoid demotion penalties when sending big leaguers back down to minors?

Before spring training is the only definitive answer I believe. I haven't seen a penalty yet for demoting guys after the regular season ends but I've only done it with a few players. Maybe others can give you a better answer for doing it during that time.

brianplath is right, the only 100% safe time is the period at the start of the season between when budgets are finalized and the am cycle when rosters are frozen for the rule 5 draft. Every other time carries risk.
