Is there any way to decline penalties on a 3rd down play and force the team to punt, or at least save a few seconds game clock. Does aggressiveness settings have any bearing on this?

Unfortunately, no. There is no aggressiveness setting on defense.

Theoretically.....(again, theoretically) the game has the right logic programmed to do what you want in that scenario. However, I'm sure its complex based on score, prior offensive performance, blah, blah, blah....

If you have a specific scenario in which it did not work like you would want..then I suggest submitting a support ticket.
