I like the work you put into this idea Polly, and waiver wire leagues are the best. But I still think this need some work. $175 million is too high for cap. No thought will be involved, everyone will always just be trying to grab the highest salary players on the waiver wire. I think a lower cap is better. No more than 85 million. With that cap, managers might be tempted to keep some of their original roster.

As for the "one win = no pick," that's harsh. It's going to cause managers to try to throw games. How about something like "two wins = no pick" (and allow ties).
