I agree that one of the main goals should be to limit cookies and encourage/reward variability.

How about:

Pairs : ($120M) 10 different pairs of players, matching up hitter/pitcher from the same year and same franchise. Each pair must be between $10-12 million. If you really want to be mean, make each pair have to be from different decades and franchises. Whatever you have left over for the last five players ($1M-20M), you can spend on the decades you have left over. Your highest salaried leftover gives your ballpark.
  • The $12M/pair limit eliminates some of the starting pitching cookies. If you skimp on the pairs, you might be able to afford ONE as one of your leftovers

HiLo Teammates ($80-100M) : Pick any team. Take the highest salaried pitcher and hitter, and the lowest salaried pitcher and hitter for that team in the WIS database. That’s your starting point. Now find five teammates of EACH of them (different years required). Your wildcard (25th) must be under $500K.
  • Some of those really crappy pitchers/hitters might not have had long careers. It will take some research to find TWO from the same roster that actually have useful teammates.
