Back when I did this, you needed two "greedies" in scouting report for there to be a chance they might accept. They still didnt always accept, or sign with you. Little chance you got caught, at least back then. Maybe investigated 10-15% of the time. Half of those resulted in rep hit, other half you were not found guilty even though you were.

So if you offer a gift and they do not sign with you do they still investigate you at some point maybe or are you safe from everything since they are not on your roster?
