Yes, this is a league that fills when 24 join. The roster is "open" up to 25 players and a cap of $255 Million. Once that happens, you get to manually draft Way Above Avg AAAs from another list. Hint, draft some $200k players on your 25 so you have room to switch them out for the AAAs you plan on using.
