I have been in these leagues for 17+ years. Here is the bottom line. You cannot win a war against drugs. You cannot win a war against guns and crime. You cannot win a war against people trying to tank and better their draft position.
You can put in a bottom win floor. But it is usually 35 or so wins, which is easily obtainable. And once a team sees that it will hit the bottom, you can do whatever you wish to try not to win. Kicking people out of leagues doesnt help because most times it is near impossible to get someone to take the team over. Remember, the team you are trying to get new ownership for was so bad that it was tanking. Good luck finding an owner who will take over a team devoid of talent in a progressive where you might need 4-7 years for a complete rebuild. You can try to make rules and laws for this behavior, but if people are not afraid of the consequences, then they will not be afraid to do it.
What really irks me.... is an owner who gets freakin lucky and winds up with Glavine, Maddux and Johnson in 1988... rides the wave to multiple titles.... gets to 2005 where they are basically done and jettisons the league. THAT ****** me off more than the tanking.
