Why not just expand the rules? I'm sure you'll attract another bunch. Perhaps you could say the current owners are 1 league, and the new owners are the other league? The second league could be for all 25 players on your roster must be Canadian-born players, with at least 1 Jay and 1 Expo player required (basically the opposite rules to the current theme).

Another thought would be to poll the current owners to see if they want to run with a 12 or 16 team league.

I was surprised that you got to 12 owners, but now that we're here, you might just have to adapt to get the rest of the owners needed.

I thought it would work. How about:

(1) 20% (5 players) of your roster must consist of Blue Jays and/or Expos players, and
(2) 20% (5 players) must have been born in Canada?
