Why is this confusing? If you get assigned a player whose real life PA was more than 750, you only have to get him 750 in our league. The player's season doesn't change. The only thing that changes is how many PA you need to get for him.
There are only two players affected by this rule. Hamilton (he had 860 PA in 1894...bpamaco only needs to get him 750). And Bobby Lowe (he had 822 PA in 1894...3dayrotation only needs to get him 750.) And there is one pitcher as well. 1888 John Clarkson had 585 IP...spoonfed only needs to get him 500.
The reason for the rule is hopefully obvious...but in past iterations of this theme, it occasionally happened that an owner was given a player who had a real life number of PA or IP that it would almost completely impossible to get in WIS. You could put 1894 Hamilton in Coors Field, surround him with the 1927 Yankees, bat him leadoff 162 games, and he wouldn't get 860 PA. Or someone would get 1885 John Clarkson (902 real life IP...absolutely impossible to get that in WIS). So those owners right away would have no chance of winning.
750 PA is doable. Not easy, especially if you are in a pitcher-friendly park. But doable. Especially given the number of high offense parks we will have in this league.
