If a player appears on the roster in the baseball reference site yet they do not have enough AB or IP to be eligible for WIS in that given year, can I still twist that player and use him? For example, Rick Aguilera pitched only 24 innings for the Mets in 1988 so he does not show up in WIS for 1988 however he has many other useful seasons that I can twist to.

And yes, if they are on baseball-reference site for either team, they are eligible, even with very few IP/PA. So you can indeed use Aguilera.
