A group of owners is currently working together to get a "theme world" with the following Private World Rules re-started:

1. Every 5 seasons there shall be a player draft of 18 rounds (hereafter referred to as "The Big Draft").
2. The "Big Draft" shall be serpentine - Each round shall take 1 day, with 32 selections. Owners may draft ahead of their time-slot if AND ONLY IF all previous selections in the schedule have been made.
3. Any player taken in the Big Draft MUST be placed on the BL roster.
4. No more than 10 players may be drafted from any one franchise.
5. Major League free agents are exempt from the big draft and will not appear on the draft board.
6. Teams may not use the "Re-sign Free-Agents" period (the one that happens concurrently with Rehire Coaches) to sign their own Major League free agents.
7. Payroll Cap: No franchise can have a player payroll higher than 100m. All franchises must get under this cap before the start of spring training. If a franchise has a player payroll higher than 100m any time after the start of spring training, they must waive their most expensive player. If said player is not claimed, the second most expensive player will be waived. This process continues until the offending team's payroll is at or below 100m.
8. No cash is allowed in trades, since this is a means of manipulating the player payroll cap. Any trade that includes cash will be vetoed.
9. No-trade clauses are banned. Any player signed with a NTC must immediately be released.
10. Amateur Draft- All draftees asking for slot* must be signed.
*we have documented what "slot" is for each draft pick

The idea behind those rules is to give participating owners a direct say in just about 75% of their ML roster every few seasons while putting some protections in place so that every team will have at least 1 or 2 studs. The logistics of the world are generally as follows:

1) find a group of 32 owners to participate
2) Determine an order for a "preliminary draft" where the owners each pick their draft slot for the Player Draft (a random # generator will likely be used)
3) Conduct the preliminary draft
4) Using the order established by the preliminary draft, the Big Draft will take place, on a forum outside of WIS
5) Once the Big Draft is complete, we will work together to figure out which players need to be traded where to align draft picks with the rosters on the site
6) The commish, Vitamin_C, will approve the group of owners and the world will roll on WIS
7) All of the trades determined in Step #5 will be executed on the site, and the world will progress normally (following the PWRs outlined in the first post, obviously.)
