Yes you must meet the 25 and 75 rules. You must spend a minimum if $30M on both pitching and bats. Play to lose, then play to win in the postseason.

The minimum salaries, IP/PA and usage minimums with injuries on are going to make this a unique challenge. Plus with needing to still win in the playoffs and TOC, there's alot of variables to consider in a good way.
