You can wait to give a little time to those skipped, I've done it sometimes. But if you've noticed anyone say "get ahead of the clock," we can't do that if everyone waits until their slot. Pretty much every commish I've drafted under has had the "if the guy directly before you picked, you can pick" rule. Amerk or Smokey can clear the rule up for us in this league, but I'm pretty sure they run it that way.
As far as the skipped guys, there are plenty of notifications for them to send proxies just in case they might be unavailable..
