Here's a league that was inspired from another one I'm in
NHL34354
Cap: 100M

Every player must come from a different franchise. Clones ok if he played for 2 different franchises.

Early Ottawa Senators and the current Sens count as two different franchises, thrashers/Jets and the old Jets/Coyotes also count as 2 different franchises, every franchises that were relocated count as one (Québec/Colorado, KC/NJ, Minnesota/Dallas etc)

Are the Whalers and the Canes counted as one franchise, or two? Also same Q with the Senators of yesteryear and the current ones. Different franchises, right?? I would ask about the Ducks and the Mighty Ducks, but that's pushing it a lot

I would expect that the Sens would count as two, because they are like 60 years apart

I agree with lost and would add the jets. Sens and jets names were brought back but they are distinct franchises. Hartford/carolina is different, I could see commish saying they are one franchise. Very curious and assume I will drop at least 1 team here regardless of answer.
