Any player < $300K can be used to fill out your roster. (Modified rule, due to declining number of $200K players)

This twist theme league is progressing through the seasons, we started in 1969. We use the top 24 teams each season, dropping the remaining in seasons with more than 24 MLB teams. Divisions are aligned by the winning percentage the teams actually had that season (tie breaker is alphabetical by city name). It's possible that the teams left out may actually be a better "twist" than those included, but as always it is the Luck Of The Draw, so you will play with whoever you get and like it. With this alignment even the rotten teams have a shot at the playoffs, and we all know that anything can happen in the playoffs.

Once we are full, I'll use the last 2 digits of each owners rating to give out the teams. The lowest number gets the team with the highest winning percentage. If there is a tie, I'll use the 3rd digit to break it, with the lowest getting the best team. Each year we'll get different teams using the same method.

This a standard twist league, which means you can use anyone who played for your team that season according to Baseball Reference.com. Use any season of any eligible player as long as he made at least one appearance for your team that year.

The 2019 World Series winner will become Commish for the 2021 season, we generally get things started for the next season around playoff time of the previous season.

Likewise, the winner of this new 2020 season will be Commish for 2022

Should I designate a few pitchers each year that anyone can use to fill in innings on lacking squads?

Newarkwilder suggested it to me and I like the idea in theory.
I would be thinking of picking from starters in the high 3 to low 4 erc from the season we're doing.

For example this 2020 season I'd would designate Martin Perez, Nate Eovaldi, Mike Minor, Chad Kuhl as possibilities?

1-Should we do this? or maybe make the options more in the high 4 and above erc range?
2-If so, should we start it right now?

I don't think think we should add anything. It's called luck of the draw, you are stuck with what you got. And I think 2020 was a different season because there wasn't as many players to choose from because of the short season,

I mean, it's really hard to put together enough innings to be even remotely competitive for some of these teams. and AAA isn't really any help when you're talking about bulk innings. I'd go a notch worse than halo said though, I was thinking more like 2020 Arrieta or Corbin - guys who are going to put up 8+ ERA in the rotation, but could eat enough innings to be the difference between making it through the season and an immediate fatigue spiral.

Show me a team that can't get to 1250 IP total and I may possibly consider changing my mind regarding some potential rule change.

2020 was wonky in a lot of ways and that certainly is reflected in the LOTD for our upcoming year. That said, I was able to build a competitive staff with Tampa which has 1331 IP, .207 OAV,and a 1.03 WHIP (took me all 13 drafting position spots however). Only cost $41+M. Didn’t try building out the offense, but it didn’t look promising. I can go either way with newarkwilder's suggestion and, if casting a vote, would say "no" to the idea. I understand and respect the concept of adding a low grade pitcher to avoid a potential fatigue death spiral, but at the end of the day, it is The Luck of the Draw.

Sounds like we built the same staff Redwings! It could have been 1350 plus if I was willing to switch from the '19 to the '20 Glasnow
