Owners will select a franchise and only select players who played for that franchise, in a season where they played for that franchise.

So, basically, there's 15 decades that need filling.
These players must have a salary of 1M or more.
That leaves 10 remaining guys to draft.
They can come from any decade, but
you can field no more than two players per decade.
This second player can have any salary.
