It's based on his best season. HIs best season is 2013. He pitched 91 innings for each league, but his Cubs partial is better than his Orioles partial, thus he is an NL player.
There are players that are much tougher to assign, so much so that I left those players to the vote. Those players are in italics on page 1. In many cases, it was a choice of better hitting stats vs. better defense or better stats vs. usage (PA or IP).
