It won't be an issue, since Ed Morris was a wild card selection by Toddleduc. Leaving, Pete Meegan as the most expensive option of the round at $5.2 million.
The majority of salary issues can be fixed, by teams biting the bullet and taking a lesser year on a few of their stars. Just as habsfan1 said, this has always been part of the pains and joys of Uno. It's highly unlikely for a team to not have multiple, available guys to shuffle seasons around to pinch salary. The issue hasn't arose in any of the previous Unos I have been in. If that is the case this season then, we'll address the issue when we come to it.
The thing about this draft is, each version of it is an update from the last. With the owners wanting to try something new, to better the league. And these are all points to think about for the next one. Possibly changing how WC's and reverses are used round to round, to increase each of their values. Maybe editing the list of available teams as well. So we have a better chance of pulling from just about all of them. The only issue with that, would be keeping an eye on the shrinking roster sizes of teams later on, from previous picks. Food for thought as we move forward.
