In previous seasons I know for a fact that this rule has been interpreted such that the BBR part only applied to the exact number of PAs or IPs, but it was still treated as first or last WIS season.
It's always been that BBR applies to first/last seasons, not WIS.

It's possible to get seasons of less than 400 pa's.

Seriously, though, I think my Hoiles is an ineligible season.  First WIS season and well under 400 PAs.
It must have picked up on Leeelci too. Ouch on the Pedro and Koufax years.

Hoiles' first season was 1989, making the 1990 gem eligible. 1990 was his first WIS season but not his first season.

From the rules:
"First and last seasons of a player's career will be eliminated if they contain less than 400 AB, or less than 100 IP for a starting pitcher. This is according to baseball-reference.com, not ab/162 or ip/162. I do this because this is where I calculate the available seasons, etc."

this is correct.
