In terms of $/IP, I got the 2nd worse Clarkson season, the 2nd worse Mussina season, the 3rd worse Cy Young season (before reroll), and a 53 IP Cliff Lee. I do have at least 2,500 extra AB's on the bench if anyone has pitchers wiling to trade.

If yo want to use your one hitter reroll for Chipper, yes. But it has nothing to do with less than 400 ABs. The 400 AB/100 IP (for starting pitchers only) only comes into play for their first or last season. Chipper has a 2011 season, so 2010 is eligible.
