One of my teams recently went 2-16 in 1-run games.

However, that was a horrible prog team and our record in non-1-run games wasn't much better.

So I'd say your luck was even worse...

I had a team that started 1-9 in 1-run games.  I think I am now at 19-24 which is pretty bad when you consider my expected win percentage (excluding blown games) is ~.750.

Expected winning percentage really doesn't mean much with respect to 1-run games, as you well know...  Any team's "expected win percentage" in 1-run games is roughly within .05 or less of .500...

In real life overall expected win percentage doesn't mean much in 1-run games.  In the sim, however, there is a tendecy for the best teams to do quite well in 1-run games.

I haven't seen that at all.  That said, most of my leagues these days are LIVE leagues and there are 2 factors that would tend to make LIVE leagues tend more towards the RL tendency of all teams playing reasonably even in 1-run games:
1) LIVE owners tend to spend a larger percentage of their budgets on elite RP.  Even if you know it's not technically the best way to build a team, it's pretty heartbreaking giving up a lead in the late innings because you didn't draft enough high-caliber short relievers.  Close games are therefore more likely to stay close and not turn into runaways.
2) More importantly, in LIVE games the owner that's 1 or 2 runs behind will frequently use his best relievers if he thinks his offense has any chance of coming back.  This is closer to the way things tend to be done in real life, where every manager plays to win every game at all times.
