Recruiting Dollar Carry Over Question Topic

I know that if you have 0 recruits, you get to carry over 100% of your money if you do not do any recruiting action. My question is if buying future stars qualifies as "recruiting action"? If I buy future stars and decide there is no one I want to recruit, will I still carry over 100% minus what I spent on FSS if all I do is purchase FSS?

Yes, but I am taking over a terrible team in another world and I might be wiser to start rebuilding by cutting a player or two and using the carry-over money to recruit a new player. It would also help balance the classes somewhat.
