in DIA what level of recruits are available to recruited with the various prestige letters?

example:  with a ____ prestige you can expect to be able to recruit (and the recruit will accept) top ______ ranked and below

I know last year at IOWA with a C+ I was trying to recruit a 4* #7 ranked C and he declined all my efforts,  I come from a GD background where all DIA and recruit any player so i assumed it was the same in HD , I WAS WRONG :-)  so Im trying to get a better idea of what approximate level a C-, C, C+, B-, B, B+,  etc...... can make efforts at signing and theyll be recieved

B prestige is when you can openly recruit anyone. Some of the high end B- can do so as well but the low end B- cannot.

say I end up a low B- after this season,  will my new cutoff be basiclly all top 10 ranked players at thier respective positions?

This is good to know.  Way back when, in the olden days of HD (pretty much talking pre-potential), a C+ school could recruit any 5 star they chose and a C prestige school could get 4 stars right off the bat and the occasional 5 star if he was within 70 miles.

I didn't take into the 70 mile thing into account. I suppose you can go higher with 70 mile radius at C+/B-. I know for a fact at B-, you can get backup messages from 4 stars.
