Well, there are seven B+ BCS schools in the world. If we discount the coaches with fewer than four open scholarships (not a certain feature, but if he lost four players, he's either spreading himself so thin even I, who's never played D1, can see it, or he has a bunch of open scholarships), who stayed out of nipps' recruiting territory, and who coach Michigan (based on Michigan being mentioned by name in this post), we are left with only one school--a school that only has one signee for four open scholarships and no one considering them. I don't know if one of my educated guesses for criteria were wrong, but I do know where I'd put my money.
