Are there varying levels of IQ within the grades like there are for prestige? For example, can you be a high A- or a low A-?

Yes, there are.  When you get to A- you're at the bottom of the range and as you practice you move through it until you get to A.

Interesting, never thought about that before.  I would guess yes, since basically every other rating in the game has hidden tiers within the rating itself.

I don't think the variance within an IQ range is very significant.  The difference between the high end of A- and the low end of A- isn't like a bucket a game even for a very high volume shooter.  It's probably like 2 a season.  In the prestige scale the A+ and D- ranges in particular are extremely large; on the IQ scale I don't think any grade is particularly broad.  I wouldn't spend a whole lot of time worrying about it.
