Data point for you. I recently promised a FR a start and had no intention of delivering. He complained once after 0 starts through 7 games, then complained again after the 11th game (12th day). And of course he transferred after the season.
I did find it interesting that he gained back the lost WE after transferring. I think it dropped down to 5 during the season but returned to the original 17 when he left.
I've gotta ask. Why did you even bother promising him a start?
This is what I hear:
"I'm willing to go as far as promising a start to a recruit I want badly yet I'm willing to let him leave the team the following season."
Here was the situation. It was a FB/Press team with 5 open spots, so I couldn't really afford multiple walkons. I battled a conf team for an elite player and had to give up after spending 11.5k (this was D3 and he spent over 13k). I couldn't afford to battle to the last dollar and take several walkons, and I would've still lost doing that anyway.
So obviously I had to scramble to fill my open spots after wasting that much money. One of them was a guard with very good ratings for a FR (about 75 Spd and 60-70 BH/Pass), but with low potential all over and terrible WE. I 110'd him because he was across the country and I couldn't afford visits. He played about 10 mpg backing up PG/SG and allowed me to RS a much better FR guard without hurting the team by playing with 10. I am COMPLETELY ok with taking a small rep hit to be able to manage my roster like that, and we won't miss him at all going forward because he had absolutely zero upside.
Note I wouldn't do this in real life because it's pretty sleazy, but I don't feel bad doing it in a game with fake players.
