does anyone calibrate scouting and recruiting with such precision that 1 point or 1/2 point matters?  I am not close to that precise.

No but thats kinda of my point.....someone said a half point difference from blue to black....at least give me a whole point or two to before changing lol....thats all i want

If he started at 22 and it turned black immediately isn't his max 43?
who knows......I can deal with 40.....but 50 would make me happy....I guess my point is just  why so precise....no change but there is one....

What difference does 1/2 point or 1 point make? If it changes from blue to black after 1/2 point gain it's essentially no difference at all. Certainly not enough to make it seem like it's some outrageous flaw with the game.

there are no half points in this game i have yet to see one....

You just saw one when your man went from blue to black without a pt change actually registering. Some changes are just that small they aren't reflected numerically but they show with the color change - same thing with prestige - my B+ could be higher than yours but all we see is B+. 1 pt change or not - you still don't reach 50 like you want so it's not that big of a deal.

 You just saw it. He went from 22 to 22.5 or some other decimal. The game always rounds down to show  you. Since it went black in this span, expect the minimum high potential 20 points on the 22 rating. He'll finish at a 42. 

Always always assume the high potential is 20, medium 7, and low 0. Adjust each stat as it sits so that you can compare players as seniors. Change this when you get a high-high scouting report. High-high always assume the minimum 30. If you recruit the best player after those adjustments, everything else is gravy. Could the third best guy have gained 60 points in a category compared to your 34? Sure. But it could just as easily gone the other way.

It is reasonably well established that the points that we see are rounded versions of numbers that go out to decimals.  Plenty of references to this from admin, mostly a while ago in dev chats etc.  Ratings change when the decimals hit a new rounded number, but what is actually in the prorgram is a decimal to some unknown number of places.  A small decimal change can move something from blue to black or from black to red.
