OK, so I thought and was wrong that a guy who fails to make grades and is ineligable can be R/S that year. SO will he still have 4 years of playing? More importantly if I R/S after he is eligable to play, will he most likely transfer? What are the odds

At DII, your player will still have 4 years remaining.  He'll be listed as a sophomore next season, then JR, SR, and SR/5.

I've never tried to redshirt a player who'd been ineligible for his freshman year.  But I suspect he won't be happy.  He's not likely to transfer but his WE will drop dramatically and will stay low for his entire career.

You can't redshirt a player who has been a non-qualifier, 5 years is the most they can be on campus (perhaps a medical redshirt could change this, but I've never seen one, so I don't know).
